Beginning in 2025, all Middletown Township property owners are being assessed a Stormwater Impact Fee to support the cost of providing, maintaining, and repairing stormwater management infrastructure and improving stormwater runoff quality.
This program is designed to protect residents, property, and water quality by ensuring the Township has the funding to manage runoff, reduce flooding, and comply with environmental regulations.

Why Is This Fee Being Implemented?
Middletown Township has not previously had a dedicated funding source to support the cost of stormwater management. Due to the age of the community’s infrastructure, existing stormwater management systems are inadequate for modern needs and are in varying stages of disrepair. Some areas of the Township lack stormwater infrastructure entirely.
In July 2024, the Board of Supervisors established an ad-hoc Stormwater Advisory Committee to assess the Township’s stormwater infrastructure needs, evaluate potential infrastructure improvement projects, and determine the feasibility of a Stormwater Impact Fee.
The Committee identified that the Township needs to invest approximately $1.5 million per year in stormwater infrastructure. Additionally, the committee identified the need to improve maintenance of existing infrastructure and systems in an amount of $200,000 per year. To meet these needs, the Committee recommended a Stormwater Impact Fee to the Board of Supervisors, who acted on this recommendation in December 2024.
How Much Will I Pay?
Single-Family Residential Properties:
- Flat fee of $5 per month ($60 per year) for each developed residential parcel. This applies to freestanding (single-family) homes, townhomes, duplexes, and condominiums.
Non-Single Family Residential Properties
(e.g., commercial, industrial, and multifamily parcels):
- Tiered fee based on impervious surface area (determined using GIS data)
- Fees assessed from a minimum of $12 per month ($144 per year) to a maximum of $500 per month ($6,000 per year) per parcel.

The total projected annual revenue from the Stormwater Impact Fee is approximately $1.79 million. These funds will be used solely for stormwater-related expenses.
Selling a Property
If you are selling your property, you can request a Utility Certification letter from Berkheimer to confirm account is in good standing at the time of sale. There is a fee of $20 for each certification letter and please allow at least 5 days for processing. Certification Requests can be submitted here:

How to Pay
Berkheimer is the agency appointed to collect the Stormwater Impact Fee. Property owners can received their 2025 Stormwater Impact Fee bills in May 2025. Second notices were sent in September 2025 to all properties yet to pay the original bill. Names and mailing addresses for bills are current as of March 2025.
All 2025 Stormwater Impact Fees must be paid by December 31, 2025. Failure to do so will result in a lien against the property.
Payments can only be made directly to Berkheimer online or a check sent via mail. Payments cannot be made directly to the Township.

Please have your account number and bill number to lookup your property. You will not be able to use the Tax Parcel search for the Stormwater Impact Fee.
Stormwater Improvement Projects
Middletown Township is actively investing in stormwater infrastructure to improve public safety, reduce long-term maintenance costs, and prevent flooding. More than $9 million of improvements are planned through 2029. Additional information is available below for improvements planned in 2025.
Langhorne Gables Drainage Improvements
Construction of a $1.6 million stormwater infrastructure project in the Langhorne Gables began in September 2025. The project includes installation of more than 3,300 feet of new underground stormwater pipes. Completion is anticipated by early 2026.
These upgrades will improve stormwater flow and reduce neighborhood flooding.
Reetz Avenue Culvert Replacement
Reetz Avenue, a residential street between Hulmeville Borough and I-295, contains a culvert in significant need of repair.
The project includes reinforcing the culvert with a concrete lining and repairing the surrounding embankment.
Once complete, the project will enhance long-term roadway stability and reduce ongoing maintenance costs. Construction expected to begin in early 2026.
Credit Policy
A Stormwater Impact Fee Credit Policy Manual was adopted by the Middletown Township Board of Supervisors on November 17,2025. This policy outlines credit opportunities that are available for Residential and Non-Residential property owners. As part of this policy, Residential property owners can receive a credit for participation in community service programs.
The current dates for Stormater Impact Fee Credit Programs are:
- Clean Up Day (specific locations to be determined)
- Tree Plantings (specific locations to be determined)
- Rain Barrel Workshop
The stormwater credit program provides an opportunity for nonresidential and residential property owners to reduce their stormwater impact fee. The credits are available if the property owner performs specific actions that reduce the impact of stormwater generated from their property. This policy does not change stormwater management requirements for new development or redevelopment or relieve a property owner or developer from complying with those requirements.
Single-Family Residential Property Credits
Participation in an approved Township community service activity is the only method to earn credit for a single-family residential property. The list of approved activities will be updated on the Township’s website each year and pre-registration through the Township’s Park & Rec website is required. No application fee shall be charged.
Participation in the credit program is available to the property owner(s) themselves, any legal tenant of the property, or any of the property owner’s minor children.
- Community Service Credit – Annual Enrollment
- Participation in approved community service activities
- 1 activity = 10% credit
- 2 activities = 15% credit
- Maximum annual credit is 15% per Single-Family Residence
- The credit will be applied directly to the Stormwater Impact Fee bill
- Activity Date January 1 – April 1: Credit applied to current year bill
- Activity Date April 2 – December 31: Credit applied to next year’s bill
- Rain Barrel Workshop – Enroll once every 5 years
- Pre-Registration and attendance at a Township-approved Workshop during which attendees will learn about the benefits and proper installation of rain barrels as well as stormwater management practices for residential properties.
- No bill credit is given. After successful completion of the workshop the owner receives a rain barrel at no cost.
- Each property is only eligible to receive 1 rain barrel every 5 years.
Commercial and Multi-Unit Residential Property Credits (Non-Single-Family Residence)
Best Management Practices (BMPs) are methods, measures or practices used to prevent or reduce surface runoff and/or water pollution. They include structural and nonstructural stormwater management practices and operating or maintenance procedures.
Applications must be prepared by a professional engineer hired by the property owner at their sole expense. Application fee is $500 for first-time applicants and $100 for subsequent application periods.
- Structural BMPs – Rate, Volume or Water Quality
- Credit is applied to the Impervious Area (IA) owned by the applicant and controlled by the BMPs.
- Maximum of 15% credit for each type of BMP, with a maximum of 45%
- Credit reduces the amount of IA at the property used as a basis for the Fee; it does not reduce the amount of the Fee itself.
- Credit is valid for 3 billing years
- NPDES Permit Compliance
- Application must include proof of an active NPDES permit and monitoring reports.
- Maximum Credit of 15%
- Credit is valid for 5 billing years, or the number of years left on the permit cycle, whichever is lesser.
- MS4 Permit Compliance
- Annual Reports demonstrating compliance are due by June 39th of each year.
- Maximum Credit of 15%
